Expression of Interest: EOI

What is EOI:

From 1 July 2012, all intending migrants interested in the points based skilled migration or business investment and innovation visa programs will be required to submit an EOI and receive an invitation in order to lodge a visa application.

An EOI is not a visa application, it is an indication that you would like to be considered for a skilled visa.

You will be asked to provide a range of information in your EOI depending on the visa(s) you want to be considered for, such as:
  • basic personal information
  • nominated occupation
  • work experience
  • study and education
  • level of English skills
  • details of a Skills Assessment, related to your nominated occupation
  • business and investment experience.
For more details on what questions and information you will need to supply in your EOI, you should refer to the webpage for the visa(s) you are interested in. 

Points Test
For the points based skilled migration and business innovation and investment visa programs , you will be ranked according to the appropriate points test. You will be able to submit an EOI even if you do not meet the pass mark; however, you will not be invited to apply for a visa. For information about how to calculate the points test, you should refer to the points test tab on the webpage for the visa you are interested in.

It is important to remember that meeting the points test pass mark does not guarantee you an invitation to apply for a visa.

If you select the subclass 190 or 489 visa(s) you will receive the appropriate points for nomination or sponsorship. For example if you select the 190 visa subclass you will receive 5 points which will be added to your points score. Your points score based on your claims in your EOI will then be displayed before you submit your EOI.

Nominated Occupation
If you are submitting an EOI for a visa that requires you to list a nominated occupation you should establish if your occupation is a skill that Australia needs. You can do this by checking the Skilled Occupation Lists. You must provide details of a Skills Assessment relating to your nominated occupation in your EOI.

What you need to do before submitting your EOI

While you don’t need to submit documents supporting your claims when you submit your EOI, you must have a range of information prepared.
For example, for an independent skilled visa you must have:

  • completed a skills assessment and/or a job ready program
  • taken an English-language test to prove you meet the English language requirement.
For details on what information you need to provide on your EOI, you should refer to the webpages for the visa(s) you are expressing interest in. 

Submitting an EOI

If you have researched your visa options and prepared the information required, you are ready to submit an EOI. All EOIs must be completed online using SkillSelect. You start your EOI by selecting the “submit an EOI” button on this website.

There is no fee to submit an EOI in SkillSelect.When you complete your EOI the system will give you a points score and results based on your claims.

Your result and points score, along with your time and date of effect becomes your ranking for some visas.  The time and date of effect of your EOI, is the date and time you submitted your EOI or the latest date and time you updated your EOI causing your eligibility or points score to change. Rankings are processed automatically by SkillSelect with no involvement of the department’s staff.

To submit a complete EOI you must meet all the threshold criteria for the relevant visa subclass yo uexpress interest in. If you do not meet the threshold criteria, you will have to deselect the visa before you can submit a complete EOI.

Once you have completed your EOI, it is stored in SkillSelect and is valid for two years.
If you have not completed your EOI it will be stored for two years, but you will not be eligible to receive an invitation.

After submitting an EOI

After you submit your completed EOI, you will receive notification from SkillSelect.

You can access your EOI and update your information at any time. You may wish to do this if you have gained new work experience, gained a higher qualification, improved your English language ability and/or changed your family composition. If you provide updated information which changes your points score or your ability to make a complete EOI, SkillSelect will update your ranking and ability to be considered for an invitation automatically.

It is your responsibility to access your EOI and update your details if your circumstances change. You will not be able to update your EOI after you have received an invitation. Your invitation to lodge a visa application is based only on the information presented in your EOI.

Your invitation to lodge a visa application is based on only on the information presented in your EOI. If you lodge a visa application and your points score is less than claimed in your EOI and invitation letter, your visa will be refused even if you are able to pass the points test or meet other threshold criteria. You will not receive a refund of any visa application charge if your visa application is refused.

If you receive an invitation and your points have decreased or your personal information is not accurate, you do not have to proceed to make an application. You should correct the information in your EOI and wait to receive another invitation.


Suspending, withdrawing or removing an EOI

Suspending an EOI

If you are unable to access your EOI for a length of time, then you can choose to suspend your EOI. While this will not extend the validity of your EOI it will stop you receiving invitations or contacts that you cannot act on, and will avoid your EOI being removed while you are, for example, on holiday and receive two invitations during that time.

If you receive an invitation, your EOI will be suspended automatically so your EOI cannot be considered for any subsequent invitation rounds or be available to employers to search for and contact you. Your EOI will remain suspended until such a time that you lodge a visa application and that application is finally determined or 60 days ceases and you do not lodge a valid visa application.  During this time you can view your EOI and your correspondence, but cannot update your answers on your EOI or select different visa types. 

Withdrawing an EOI
You can withdraw your EOI at any time by accessing your SkillSelect account and selecting the option “Withdraw EOI”. If you withdraw your EOI it will be permanently removed from SkillSelect. 

Removing an EOI
If you receive two invitations and you do not lodge a visa application in response to either of these invitations, your EOI will be removed from SkillSelect.

Your EOI will be removed automatically if it expires. Submitted EOIs expire after two years.  EOIs that are begun, but are never submitted as a complete EOI will also be removed automatically two years after they are commenced.

If you do not comply with the terms and conditions of SkillSelect, your EOI can be removed by the department at any time. You will be asked to read and agree to the terms and conditions when you register for a SkillSelect account. 

If you have a decision on a substantive visa application
If you are granted, refused or withdraw a permanent visa or a 489 or 188 provisional visa application, your EOI will be removed from SkillSelect.

If you are granted, refused or withdraw a temporary visa application, your EOI will remain in SkillSelect for future selection unless it is withdrawn, expires, or is removed.

Invitation and selection process 

Depending on what type of visa(s) you want to be considered for, you may receive an invitation to lodge a visa application, or an Australian employer may contact you to discuss a job opportunity. 

Occupation ceilings
An occupation ceiling may be applied to invitations issued under the points based skilled migration program. This means there will be a limit on how many EOIs are selected for skilled migration from an occupation group. This ensures that the skilled migration program is not dominated by a small number of occupations.

When this limit is reached, no further invitations for that particular occupation group will be issued for that program year. Invitations would then be issued to other EOIs who have nominated available occupations even if they are lower ranking. For the state and territory nominated visas, a state or territory will not be able to nominate you if your nominated occupation has reached its occupation ceiling.

Independent and family sponsored visas

Invitations will be issued automatically to people with the highest ranking EOIs, subject to occupation ceilings and to those whose points score exceed the current pass mark.

The points test pass mark is the minimum number of points required to receive an invitation. Not all EOIs that meet the points test pass mark will receive an invitation.

The department’s staff will not choose who will receive an invitation. Invitations will be issued regularly, such as every month. 

State and territory nominated visas

State or territory governments can select skilled workers who they want to nominate. State and territory governments may do their own assessment of people before they nominate them. If you are nominated by a state or territory and you have indicated that you meet the points test pass mark, you will then receive an invitation, subject to occupation ceilings.

When you submit an EOI for one of these visas, you will be asked to choose which state or territory you wish to live and work in. You can select one state or territory, or any state or territory. You will also be asked to indicate if you are prepared to live and work in a non-metropolitan area. If you choose only one state or territory then that state or territory government will be able to view your EOI. If you select any state or territory, then all state or territory governments will be able to view your EOI.

Business innovation and investment visas
 State or territory governments will locate and select skilled business people that they want to nominate. State and territory governments may assess people before they nominate them. If you are nominated by a state or territory and you have indicated that you meet the points test, you will automatically receive an invitation.

On a limited basis, nominating state or territory governments may award additional points towards the innovation points test where they have determined that your proposed business is of exceptional economic benefit to that state or territory.

When you submit an EOI for one of these visas, you will be asked to select which state or territory you wish to live and work in. You can choose one state or territory, or any state or territory. If you select only one state or territory, then that state or territory will be able to view your EOI. If you select any state or territory, then all state or territory governments will be able to view your EOI.

Employer sponsored visas 
Employers can search for and contact skilled workers that they want to discuss job opportunities with. If you are contacted by an employer in SkillSelect, you can choose to respond to them to discuss employment and visa opportunities. You will not receive an invitation to apply for an employer sponsored visa.
When you submit an EOI for one of these visas, you will be asked which state or territory you are interested in living and working. You will also be asked to indicate if you are prepared to live and work in a non-metropolitan area. You will be able to select one or more state or territories, or any state or territory. Employers will be able to view your EOI and will be able to narrow their searches to specifically focus on skilled workers in their area. SkillSelect protects your personal information such as your name, date of birth and other characteristics that could personally identify you. This information will not be made available to employers.

If you have already received sponsorship from an employer, you do not need to submit an EOI in SkillSelect. 

If you receive an invitation

If you are invited to apply for a visa, you will receive an invitation from SkillSelect. You will then have 60 days to make a valid visa application online, before the invitation expires. Applications received outside this timeframe will be invalid.

The invitation will contain instructions on how you can lodge your visa application.
As the online visa application system uses information from your EOI, you do not need to re-enter information you already provided on your EOI.

You must provide evidence of your claims with your visa application. Health and character will be assessed and requested during the visa application stage.


Be aware: If you do not make a valid visa application after receiving two invitations, your EOI will be removed from SkillSelect.

If you are not invited or selected

More people want to migrate to Australia than there are places available. This means not everyone who submits an EOI will receive an invitation to apply for a visa.

Your EOI will stay in SkillSelect for two years from the date you submit it. At any time during the validity of your EOI, you may update your details to reflect any additional qualifications or experience you may have obtained. This may increase your likelihood of being invited or an employer contacting you.

You may receive notifications from SkillSelect notifying you of visa programs changes, that your EOI is expiring, or other information that you may find useful. You will not be notified of the progress of your EOI or be able to obtain updates on the likelihood of receiving an invitation.

After each invitation round for the points based skilled migration visas, the department will publish on the Reports page the lowest scoring points test mark that allowed an EOI to be invited for each relevant subclass. This will give you an indication of your potential for receiving an invitation in future rounds.

An EOI is not a visa application. You cannot access merits review by the Migration Review Tribunal (MRT) if you do not receive an invitation to apply. If you want to express concerns to the department about the invitation process, you can provide feedback online - Global Feedback Unit.


Visa programs in SkillSelect

From 1 July 2012, if you are interested in the following visas, you will need to submit an EOI and receive an invitation before you can apply for a visa:
You can also express interest in the following visa programs on your EOI to be contacted by an employer.
You can express interest in a range of skilled migration visas in one EOI.

I had opted for 189 and 190 both while submitting EOI. Now I have received an invite for 189 while my state sponsorship application is still in progress. Is it true that I skill select will not send anymore invitations or can I have 2 active invitations to choose from (189 and 190)?

From the skill select website, I have read the following

If you receive two invitations and you do not lodge a visa application in response to either of these invitations, your EOI will be removed from SkillSelect.

So yes you can receive TWO invitations.

I do not know if it can send more than two invitations.

So yes you can choose from more than two active invitations.

My suggestion would be to go for 189 and if you get state sponsorship you can always add 190 to your 189 application for an extra $500 charge. ( or may be no charge).

Also how do you get told you are allowed to apply for a visa?

You get contacted by department. By email, Letter, Which ever you selected while applying for EOI.

My 14 years of experience is with containers, bulk cargo incoming/outgoing shipments identification, organization, examination, record updating, customer services, business development. From CSOL other closed occupation codes are 149212 (2 years experience), 131112 (5 years experience). Please advise should I opt to 189 or 190 visa program.

Whether you should go for 189 or 190 depends upon whether you can get a sponsorship from a state territory or not.

If you can get a sponsorship then go for 190 as sponsorship means faster tracking of visa.

Other wise you should go for 189.

But before you do this you need to obtain a positive skills assessment in your respective profession. That will clarify a lot of things such as whether your profession is on the list of any state or territory.

Plus dont forget you first need to lodge a EOI and if invited only then you can apply for a 189 or 190 visa.

I am a Software Engineer and I have filled an EOI for migrating to Australia. My skills were assessed in October, 2012. After my skill assessment by ACS, I changed my job but still working as a Software Engineer. I work from home (Sri Lanka) for a company based in Australia.

1-Can I use my new experience in the EOI? It will give me extra points because the number of work years(the new work is not assessed by ACS).

2-The Assessment is valid only for 2 years. If I receive an invitation before October 2014, can I go ahead with the application without fear about it expiring during the application process?

I would suggest that you

1. Update your details in your EOI as soon as your circumstances change. This will ensure your updated details are considered in the next automatic invitation round. You also won’t be caught out if you receive an invitation before updating your details—SkillSelect automatically suspends access to an EOI when it sends an invitation.

2. An invitation to make a visa application may be issued within a short timeframe after you submit your EOI. Remember, you must be able to support the claims you make in your EOI with documentation and have this ready to provide when making your application.

2-The Assessment is valid only for 2 years. If I receive an invitation before October 2014, can I go ahead with the application without fear about it expiring during the application process?



You will have to check this with the case officer you are assigned to. If the case officer requires you might be requested to provide another assessment letter.

You can request ACS to issue your assessment again. It does not mean you have start a new assessment all together. You just have to request re-issuing your assessment.

As I do not want to take risk by waiting for NSW and also losing on SA, so I would like to apply for both SA and will also apply for NSW.

I have read somewhere that if you apply for two states then state may refuse you to sponsor as the person is not truly interested in that state.

My query is can a single person apply through two EOIs. My consultant says, as SA is open now, we ll apply through one EOI and when NSW becomes available we will apply through another EOI. Then I will have a choice through whichever state I can apply for 190 visa. This would also remove the risk of state refusing

Is it possible to submit two EOIs? Is it legitimate to do so?

I am not aware whether you can lodge multiple State sponsorship applications under the same EOI Or if you need separate EOIs for separate State sponsorship visa applications.

I am not a practicing migration agent so cannot comment on these details.

If you want to cross verify what your migration agent is telling you, then you can consult another practicing migration agent.

Yes technically it is possible to lodge multiple EOIs. Not sure whether the department frowns upon it or not.

By now if I fill the martial status , is it fine to fill it as never married , and changed later or should I submit the eoi it after getting married , your advice will be highly appreciated.

For visas, you can add secondary applicants after lodging your application provided the visa allows you to add a secondary applicant after lodging the visa application.

For the Permanent resident visa subclass 189 and 190 you can "You can add your partner and dependent children to your application at any time until your visa is decided"

EOI is not a visa application and you can change your marital status once you get married. But it would be better to change it before a decision is taken on your EOI.

I cannot give you a clear answer on EOI as it is not a visa application.

Also please confirm how much time EOI takes for shortlisting candidates

You can always go back and update your EOI with the most latest information.

I am about to submit my documents to ACS for assessment.
I have total 9 years and 3 months of skilled work experience and I am aware that ACS will deduct 2 years from it.After that it will become 7 years 3 months.
And I can only claim 10 points for my work experience when submitting EOI.
My question is …
After 7 months my work experience will be total 8 years.
I know I can update my EOI anytime but do I need to get my ACS again for those 7 months of experience (if working within same company) or current ACS assessment will be sufficient that time?
I am in a stage where I am thinking twice that should I need to get my ACS assessment now or after 7 months(when my experience will be 8 years as per ACS rules) so that I can claim extra 5 points in EOI?

Please help me on this…I would greatly appreciate for this.

I would suggest that you wait till you have your full experience and then apply as immigration department will only consider the info that it will be provided by ACS and yourself on the day of lodging the EOI.

You can only withdraw an application once it lodged.

If you have not submitted the EOI then it will expire on its own.

You can lodge another one later on when you are ready.

An expression of interest (EOI) is a method of showing your interest in applying for a skilled visa to migrate to Australia. It is an online form in SkillSelect which asks a series of questions about your skills depending on the visa subclass you select.

It is used to calculate your ability to meet the points test for certain visas and can be made available to employers and state and territory government agencies if you would like to be considered for a sponsored skilled visa.

Business Talent visa (subclass 132)
Business Innovation and Investment (Provisional) visa (subclass 188)
Skilled Independent visa (subclass 189)
Skilled - Nominated visa (subclass 190)
Skilled Regional (Provisional) visa (subclass 489).
You can also submit an expression of interest using SkillSelect for the following visas:
Employer Nomination Scheme (subclass 186)
Regional Sponsored Migration Scheme (subclass 187)
Temporary Work (Skilled) visa (subclass 457).

Your expression of interest must specify:

which visa subclass and stream you intend to apply under
if you are seeking sponsorship from a state or territory government, one or all Australian states and territories.

Is it allowed to apply for more than 1 EOI using different accounts but same user?

You can but you will get caught when you submit your passport.

Regarding EOI education points, if someone graduated from any university around the world will the points be counted, or there is specific universities should be graduated from?

The points are not for EOI but for the visa class you apply for.

You can receive up to 20 points based on your educational qualifications at the time you were invited to apply.

Points can be awarded for your highest tertiary qualification. For example, if you have completed a Bachelor degree and a Doctorate degree, you can receive points for the Doctorate degree.

The relevant assessing authority for your nominated occupation can usually determine whether your qualifications are of a standard that is comparable to a relevant Australian qualification.

If the relevant assessing authority that conducts your skills assessment cannot give you an opinion about your qualifications, contact Vocational Education Training and Assessment Services.

Doctorate Degree

To receive 20 points for a Doctorate you must have met the requirements for an award of doctorate by an Australian educational institution or the award of a Doctorate, by another educational institution, that is comparable to a Doctorate at Australian standards.

A Doctorate generally comprises more than 4 years of study, involving extensive research, coursework, exams and the writing of a thesis/dissertation.

Bachelor Degree

To receive 15 points for having at least a Bachelor degree, you must have met the requirements for an award of Bachelor degree by an Australian educational institution or your qualification must be considered as at least comparable to a Bachelor level at Australian standards.

For example a Diploma in Nursing completed in the United Kingdom is generally considered by the relevant assessing authority as comparable to an Australian Bachelor degree.

Note: To receive 15 points for a Masters degree, you must also have a Bachelor degree completed in Australia or overseas, or the Masters degree must be considered as at least comparable to Bachelor degree level at Australian standards.

Australian Diploma or Trade qualifications

You can receive 10 points for an Australian Diploma or Australian trade qualification.

Any other qualification

You can receive 10 points for any other qualification or award which is recognised as suitable for your nominated occupation in your skills assessment by the relevant assessing authority.

The link that I provided earlier clearly states that

"You can access your EOI and update your information at any time. You may wish to do this if you have gained new work experience, gained a higher qualification, improved your English language ability and/or changed your family composition. If you provide updated information which changes your points score or your ability to make a complete EOI, SkillSelect will update your ranking and ability to be considered for an invitation automatically.

It is your responsibility to access your EOI and update your details if your circumstances change. You will not be able to update your EOI after you have received an invitation. Your invitation to lodge a visa application is based only on the information presented in your EOI.

Your invitation to lodge a visa application is based on only on the information presented in your EOI. So you can update your EOI any time as long as you do it before invitation to apple for a skilled visa.

While you fill up the EOI itself, you can choose different visa classes such as 190, 189, 489 as you wish.

But, the maximum number of invitations sent for all these visas is 2 only.

I mean, if you chose both 190 and 189 and your receive invite under 190 but later your change your mind to immigrate under 189 visa, then your first invite for 190 received will expire and you must accept the second invite be it on 489 visa/189 visa or 190 visa.

The response times are automatically determined by a system and I cannot give an answer on that.

Be aware if you are invited to apply for a visa, the information you submit in the EOI will be used as part of your application. If you provide incorrect, false or misleading information on your EOI, your application might be refused. It is your responsibility to access your EOI and update your details if your circumstances change.

An EOI is only an expression of interest that you are interested in applying for Australian residency.

You need to calculate your own points and make sure that you score the passing marks before you lodge an EOI.

An EOI will not calculate your score for you.

Once you have lodged your EOI you need to wait. Either you will be invited to lodge an application for residency or your EOI will be rejected.

CPA Australia is not responsible or updating your nominated profession on Skill select. That is some thing you have to do yourself.

You can always update information in EOI when your circumstances change.

You can update your expression of interest details using SkillSelect. You will not be able to update your expression of interest if you have already received an invitation to apply for a visa. If you do not apply within 60 days of receiving the invitation, it will expire and you will then be able to update your expression of interest again.

The rules are applicable to a valid application for a visa. EOI is not a visa application. Hence you do not get any benefit from simply lodging a EOI. EOI is expression of interest only.

Your concern is very correct.

The best thing to do is either to apply for a profession which is CLOSELY related to the profession you nominated OR gain work experience in another profession and then apply for EOI again on the basis of the new profession.

The immigration department relies on the assessing body for validating work experience and whether your work experience is relevant to the profession you have nominated.

So as long as the assessing body is OK, the immigration department will be OK as well.

If you apply for a totally different profession again then yes there will be a concern as to how you were able to gain work experinece in a totally new profession in such a small period of time.

What I would suggest you to do is to select both 189 and 190 while lodging the EOI. While you fill up the EOI itself, you can choose different visa classes such as 190, 189, 489 as you wish. But you must only lodge EOI for visas for which you have the required amount of points. If you have the passmarks for 190 but not 189 then you cannot lodge EOI for 189. I do not think you can change at a later stage either.

If you are granted a visa subclass 190 then yes you can still apply for 189 at the same time. Usually there is a pathway to convert a temporary visa into a permanent visa.

190 AND 189 are permanent visas but with 190 there is maybe an obligation to stay in the nominated territory.

Yes. You can move any where in Australia.

Yes you can visit any part of Australia as long as your residence is still in NSW.

You first apply for EOI and once you are invited to apply for an application then you lodge an application.

It is not clear to me if you have already applied for 186 visa as 186 is only available under the following circumstances.

The Employer Nomination Scheme visa (subclass 186) is for skilled workers who want to work in Australia. This visa involves a two-step process, firstly, nomination by an approved Australian employer and then an application under the nominated stream. It is part of the Permanent Employer Sponsored Visa programme.

It looks like you have already applied for 186 visa and not been sponsored by an employer. You need to first get sponsored by an employer before you apply for 186 visa.

This visa is a permanent residence visa. You can​ be in or outside Australia when you apply. If you are in Australia, you must hold a substantive visa or a bridging visa A, B or C.

The visa has three streams:

The Temporary Residence Transition stream is for subclass 457 visa holders who have worked for two years, while holding a subclass 457 visa, in the same occupation with their nominating employer (who has lodged a valid nomination with us under the Temporary Residence Transition stream), who wants to offer them a permanent position in that occupation.

The Direct Entry stream is for: people who have been nominated by their employer under the Direct Entry stream people who have never, or only briefly, worked in Australia, or temporary residents who do not qualify for the Temporary Residence Transition stream

The Agreement stream is for people sponsored by an employer through a labour agreement.

Once you lodge your EOI then you need to wait for an invitation to apply for an application.

You need to then apply for the visa you listed on your EOI.

Make sure you know which visa is the best for you.

The best way to get sponsorship is to apply for jobs through seek.com.au and other job portals like Linkedin.

Some jobs clearly state that sponsorship is available.

Getting sponsored is dependent upon the employer and the type of role you are applying for.

If your aim is to get a permanent resident visa in Australia then I would suggest that you try to come through the normal skilled migration program by applying for visa sub classes 189 and 190.

Your EOI will stay in SkillSelect for two years from the date you submit it. At any time during the validity of your EOI, you may update your details to reflect any additional qualifications or experience you may have obtained.

An EOI is valid for 2 yrs. Suspending it only means that you will not get any invitations. The EOI will still expire after 2 yrs. Yes you can remove the suspension any time to be considered again. Submitted EOIs expire after two years.

Suspending an EOI

If you are unable to access your EOI for a length of time, then you can choose to suspend your EOI. While this will not extend the validity of your EOI it will stop you receiving invitations or contacts that you cannot act on, and will avoid your EOI being removed while you are, for example, on holiday and receive two invitations during that time.

If you receive an invitation, your EOI will be suspended automatically so your EOI cannot be considered for any subsequent invitation rounds or be available to employers to search for and contact you. Your EOI will remain suspended until such a time that you lodge a visa application and that application is finally determined or 60 days ceases and you do not lodge a valid visa application. During this time you can view your EOI and your correspondence, but cannot update your answers on your EOI or select different visa types.

Withdrawing an EOI
You can withdraw your EOI at any time by accessing your SkillSelect account and selecting the option “Withdraw EOI”. If you withdraw your EOI it will be permanently removed from SkillSelect.

Removing an EOI
If you receive two invitations and you do not lodge a visa application in response to either of these invitations, your EOI will be removed from SkillSelect.

If you do not make a valid visa application after receiving two invitations, your EOI will be removed from SkillSelect.

So yes you can NOT apply after the first invitation BUT you must apply after the second invitation.

My plan once I get my PR is to travel alone first, and once I get a job and settle down then in few months to start application for my wife and Kid as dependents to bring them to australia. Is this possible?

2. If I have to add my dependent the PCC and medicals will be done in 2 different countries, as I am on deputation in US while my wife and kid is in india. Will there be any issue because of this?

You can do that but remember that you will need to lodge a separate spouse application later on which it self costs $5000 AUD and will take 1 to 2 yrs to process.

So financially it is better to include your wife and kids in your PR application. Also it is not necessary that they stay with you. They can go back the very day they arrive.

No. No issues here. You will need to liaise with Australian High commission.

You can apply for EOI as soon as you can pass the points test and you fulfill all the key requirements.

Remember that EOI has to be filled keeping in mind that if you get invited to apply tomorrow then you should be able to apply tomorrow.

If you do not fulfill all the requirements and cannot pass the points test on the day you lodge your EOI then I suggest waiting till you do pass the points test and fulfill all the requirements.
